PA Fostering Independence Tuition Waiver (FosterEd) Program FAQ

What is a Fostering Independence Tuition Waiver?

PA institutions eligible to receive Title IV aid must waive an eligible student’s remaining tuition and mandatory fees after all other student gift aid is applied.

Does the tuition waiver cover housing and meals?

Schools are only required to waive tuition and mandatory fees.

How long am I eligible to receive the waiver?

Eligible students may receive the tuition waiver for up to 5 years. The 5-year period is defined as 10 semesters or the equivalent, consecutive or not, until age 26.

Will the tuition waiver cover existing education debt?

No. Schools are only required to apply the waiver to tuition and mandatory fees charged during the current award year.

Do I need to fill out a specific application?

Yes. You must submit a Free Application for Federal Student Aid (FAFSA®), a PA Chafee Education and Training Grant Program Application, and PA State Grant application items for the award year in which you are requesting a waiver.

Is there anyone at my postsecondary institution who can help?

PA Title IV-eligible schools are required to designate one or more staff members at each campus to serve as a Point of Contact (POC) for eligible students. The POC can help you:

  • Complete admissions and financial aid applications
  • Identify further scholarships and grant opportunities
  • Find referrals for on and off-campus resources and support services
