PA Fostering Independence Tuition Waiver (FosterEd) Program

The FosterEd Program, created by Act 16 of 2019 and amended by Act 49 of 2019, mandates postsecondary institutions in the Commonwealth waive tuition and mandatory fees for youth who are or were in foster care. PHEAA collaboratively administers this program in conjunction with the PA Department of Education, Department of Human Services, and Department of Labor & Industry.

The FosterEd tuition waiver applies to charges that remain after all other gift aid (federal, state, and other scholarships or grants) has been applied to the student's account.

PA Institutions of Higher Education are required to designate one or more staff members at each campus to serve as a Point of Contact (POC) for eligible students. POC information must be easily accessible to students on the institution's public website.
